The latest approved plan includes 356 affordable homes across the larger development. Town Square West is the first major phase and includes 232 of those affordable residences.
Town Square West is currently planned to include 1,369 homes:
- 232 affordable family rental homes
- 744 market-rate rental homes
- 393 market-rate homes intended for sale
Eden Housing is developing the 232 affordable apartments. Current project information indicates that approximately half are expected to be family-size two- and three-bedroom apartments. Most are expected to serve households earning no more than approximately 50% of area median income.
Final income limits, rents, household requirements and application procedures must be confirmed when the official leasing process is announced.
Are The Rise Affordable Homes Rentals or Homes for Sale?
The 232 affordable homes announced for Town Square West are planned as rental apartments. They should not be confused with the 393 market-rate residences intended for sale in the same phase.
No official announcement has established that the 393 for-sale residences will be part of Cupertino’s BMR ownership program. Pricing, floor plans, HOA dues, deposit requirements and the public sales schedule for those homes have not yet been released.

Is The Rise BMR Waitlist Open?
There is not currently a separate public application or official waitlist specifically announced for the 232 affordable apartments at The Rise.
The City of Cupertino also maintains citywide BMR rental and ownership programs covering properties throughout Cupertino. The current citywide BMR rental and ownership waitlists are closed. Those lists are separate from any future application process that may be created specifically for the affordable apartments at The Rise.
When an official application process is announced, it should explain:
- When the application period opens and closes
- Whether applicants will be selected through a lottery or ranked waitlist
- Applicable household income limits
- Minimum and maximum household sizes for each apartment
- Residency, employment or public-employee preferences
- Asset and property-ownership restrictions
- Required financial and household documentation
- Expected rents and occupancy dates

Who May Qualify for Cupertino BMR Housing?
Eligibility depends on the individual development and whether someone is applying for a rental or ownership opportunity. Requirements may include household income, household size, assets, current property ownership, first-time homebuyer status and agreement to occupy the home as a primary residence.
Cupertino’s existing BMR rental program generally serves qualifying households within designated income categories. The city’s BMR ownership program is designed for qualifying first-time homebuyers and includes occupancy and resale restrictions intended to preserve affordability.
Applicants who live or work in Cupertino may receive preference under the citywide program. Public employees working in Cupertino may qualify for an additional preference. However, the final rules for The Rise affordable apartments have not been announced and could differ from the city’s current general program.
Income limits and other eligibility standards are updated periodically. Applicants should use the requirements in effect when the official application period opens rather than relying on older income figures.
What Should Potential Applicants Prepare?
The final document requirements for The Rise have not been released. Affordable-housing applications commonly require applicants to document their complete household and financial situation.
Potential applicants may eventually need items such as:
- Government-issued identification for adult household members
- Recent pay stubs or other income documentation
- Federal and state tax returns
- Bank and investment account statements
- Employment verification
- Documentation showing household size

What About the Market-Rate Homes for Sale?
Town Square West also includes 393 residences currently intended for market-rate sale. These homes are separate from the 232 affordable rental apartments.
